Unkown deviced connected to my wifi

Recently I have been a hack victim. I went to get help from the government for something that was in one of the accounts that I got hacked on and they said that I need to Lock Down my modem. So i checked my router and noticed this connected to my wifi. Could this be the hacker and how do I get rid of him. Please help. For now I have it paused until I unpause it. 

I also changed the wifi name and password but Its still there in connected devices

Cross-reference the device's MAC address with all of your equipment's MAC addresses and see if it's something you actually own. 

Use this MAC address lookup site and see if you can get more info. A vendor / manufacturer name: https://www.whatsmyip.org/mac-address-lookup/
