unacceptable ping times

noticed elevated ping times starting this morning.  the last (of several, infrequent) time this happened it was due to some service work being done in the apartment complex's "xfinity box" and and apparently a "filter" was placed on my line.  have a tech come out to "remove the filter" has always solved it in the past.

this should consistently be in the area of 25ms.  completely unacceptable for online gaming.
