Slow internet

My whole neighborhood ( Ruby Lane, Vallejo Ca. )has slow internet even if we subscribe to faster speeds. I for one am paying for a 300Mbps speed but the best I can get is less than 100Mbps. Please upgrade our area to fiber or anything to speed things up. The shows I watch buffers and freezes up a lot and is very frustrating to watch anything at all.
