Repeated ongoing internet outages

Since a neighborhood upgrade in early January, I have experienced multiple internet outages that xfinity assistant shows are affecting 101 to 500 homes in my neighborhood every time. A technician was scheduled  to come to my home 1/25 but it was canceled with tech support telling me the issue was resolved. There have been several outages since then including today. Before the neighborhood upgrade I did not experience any outages. I don't understand why this issue hasn't been resolved.
