Random Lag Spikes/Packet Loss 3-4 times per hour

Recently, I have been having random lag spikes playing online games as well as browsing the web that happens 3-4 times in an hour span, every hour. It will randomly spike up for ~30seconds before going back to normal, repetitively. I have tried:

1. Replacing ethernet cable (twice)
2. Replacing coaxial cable (twice)
3. Optimizing ethernet settings on computer
4. Testing using another computer (same problem)
5. Resetting network settings on computer
6. Got a new modem.

Recently called Support on the phone and the lady said it was the modem to which I replaced with a new one, and the problem still occurs. What can I do now.
