Port Forward Reports "connection refused" when tested

I've been setting up a new Plex server on a QNAP NAS to replace the one on my PC. The one on my PC has been running for years with port forwarding 32400 to my PC. I'm close to having the new QNAP Plex server ready and set up port forwarding on it for port 32401. I used the xfinity app to port forward 32401 to my QNAP NAS. When I test the port forward using https://canyouseeme.org/ , the port forward to my pc is fine, but the port forward to the QNAP NAS returns "connection refused". Is something special needed to get port forwarding working these days?
