Persistent 80%+ packet loss / connection timeouts on Lumen (AS3356) transit — Philadelphia area

Hi,

I'm experiencing persistent, reproducible packet loss on the Comcast → Lumen (AS3356) transit path out of Philadelphia, PA, affecting all traffic to destinations in Kyrgyzstan (and likely other destinations routed via this path). This has been happening consistently, not just during peak hours.

Location: Wilmington, DE

Issue: Sites/servers in Kyrgyzstan are unreachable or extremely degraded. This is not limited to one destination — it affects the whole region behind this route.

Loss begins precisely at the Comcast-to-Lumen handoff (hop 7, ae13.bar4.phi1.sp.lumen.tech) and worsens dramatically at UCOM-LLC.edge7.Amsterdam1.Level3.net (hop 9, 83% loss), then persists at 80-93% through every subsequent hop all the way to the destination. This is not ICMP deprioritization on an intermediate router — the loss is carried through to the final destination and confirmed with real TCP traffic below.

Confirmed with a real TCP connection attempt, not just ICMP:

Summary: This looks like a chronic congestion/degradation issue on the Lumen (AS3356) transit segment in Amsterdam that Comcast routes through for this destination range. Could someone from the Digital Care team take a look and/or escalate to Lumen? Happy to provide additional traceroutes at different times of day if useful.

MTR results are pretty much unreadable without line breaks. Could you please post these with line breaks? Ex: instead of:
