Packet Loss, High Latency, and High Jitter

I've noticed noticed that the my internet connection is having a lot of packet lost issues as well as high variance in network latency. The following tests were done using on a desktop pc connected to a tp-link archer ax55 (new) router using ethernet, which is connected to a motorola modem (~1 year old), and the modem is connected to a coaxial cable.

Network speeds seems to be fine, it was mainly the high jitter and high packet loss that were the issues.

These are not intermittent issues, but happen throughout the whole day. Even at 3am when everyone else is asleep the issues still persist ruling out network congestion. I've also tried using an older router and also different ethernet cables to no avail. I'm not using any vpn at all and all cables are checked to be tight. I've also used the xfinity chat assistant and it has also reported back that everything seems to be working fine. I have no clue as to what is wrong.
