Modem losing connection over 100 times a day

Since trucks have been in and out of the neighborhood over the last week, starting yesterday at around 5pm the internet has been dropping every 4-5 minutes and lasts 2-3 minutes.  The connection is basically unusable and I'm having to tether my phone.  The modem reports constant connection loss, this is not a Wi-Fi issue.

Of course the agent says everything is working splendid! No problems here!

I finally got it to run a check while there was a problem and it scheduled a tech for TOMORROW.

I called and after fighting with the phone system for 10 minutes I finally got to an agent who said they can't move the appointment up.

How does a customer who does not have usable internet NOT take priority enough to get a same day tech appointment??????
