Major Latency Spikes Every 10 minutes
So for a couple of months now I have had the unfortunate problem of severe lag spikes for about 10 seconds or longer every 10 minutes or so which I tracked by pinging 8.8.8.8, my router, and the ISP directly at the same time, which resulted in the same findings. I have tried unplugging the router, resetting the router, and tried to change device settings with no avail. I have determined it mostly likely isn't a ethernet cable issue or router issue because pinging the router/modem has not returned any spikes, so I am guessing it has something to do with the connection itself rather than a hardware issue but I am no expert so I dont know. Any help would be appreciated.

You're very welcome ! Sorry that none of the tips applied for you. So then you'll need to get a tech out to investigate as was stated. Bear in mind that if the premises facing techs can not find or fix a problem at your home, it is they who are responsible for escalating it up to their line / network / maintenance dept. techs. The problem may lie beyond your home in the local neighborhood infrastructure somewhere but it is their S.O.P. to start at the home. And if the problem is found to be on their side of the demarcation point, there will not be any charge.
