Lower download speed than expected

I’ve had the xfinity unlimited data plan for a little over a year now. The download speed is supposed to be up to 1200Mbps, but when my download speed is only up to 30-40Mbps MAX. I upgraded my modem with xfinity recently. it is in the most centralized part of my home & is off the ground & yet my internet speed is still slow. I’ve restarted the new & old modems and unplugged them many times and it is still not any better; same. SLOW. speed. Is this or has this ever happened to anyone else?
