internet goes out during wind, rain

For more than a year, my internet goes out during wind gusts and rain.  I have had a tech out and all coax connections were replaced, I've hard firmware updates on my modem, restarted it a thousand times while speaking with a person in another country.  The issue is clearly a connection, outside, that is old or loose on some line that is strung up somewhere in the neighborhood.  How do I get someone from Xfinity to care and fix the problem? How do I get someone to investigate the issue that is outside of my home?  How do I speak to a citizen of the United States that can take action and not simply read a script and send an indoor do nothing tech to my house?  Is there a way to get this resolved or do I have to let AT&T drill a hole in my house to install fiber?

Said another way, Xfinity only exists because I don't want AT&T to drill a hole in my house to install fiber.  Were I Xfinity, I would want to exist because the customer likes my service.

I got an email asking me to accept the solution.  Not sure what that means.  I can't see how to do that, but yes, I am going to move my service from xfinity, that is the solution.  So yes, "solution accepted", done with xfinity FOREVER
