Gaming Upload Speeds and Packet loss

So for about 2 weeks now, after a heavy storm with high winds that continuously knocked my power and Internet out,. I cannot play xbox games anymore, or ps4 games. Every time I try to play my xbox or playstation , it allows me to play lag free for about ten to twenty minutes and then It will lag until the game is unplayable and I get kicked. I've bought a new router, changed As many settings as I can think of changing , talked Two endless amounts of customer service Agents, Factory reset pretty much every device in my house Is, and Have had two technicians from xfinity come to my house And check my Speeds and cables, Saying that everything looks good. Thats the problem. My speeds are good, karma on every device except my gaming consoles which doesn't make any sense considering that both of them are wired with Ethernet directly into the router. I've been told countless times to upgrade my Plan, but I know it is not my speeds on my plan because just two weeks ago it was Is perfectly fine. Ive tried port forwarding, dmz, unpn, changing dns, etc. For some reason after this storm i cannot play, as i get up to 80% packet loss and less than 1mbps upload speeds using ethernet
