Constant disconnects on web and tv

Been having issues for about 4 months now. Constant disconnects during web browsing and gaming. During these times also have issues with tv picture blocking. Have had multiple tech visits over the past 4 months trying to fix this issue. I dont have the time to take off from work anymore. I would like to get these issues fixed. Seems too be packet loss that lasts from anywhere from 10 seconds to 1 minute at a clip.This morning hs been particularly nasty. Started 4 months ago after flooding on our street. We have underground service. Please help

So no solution? I am having a Constant disconnect problem as well sometimes 2 and 3 times an evening the cable box reboots. Help
