Streaming in edge, chrome choppy

No matter what I do streaming chrome and edge are unwatchable. on Tablets, iphone everything is ok, but not using a brower on windows 10. I've checked wired/wireless, done speed checks, removed cache, removed any blocked cookies, everything the web seems to suggest doing. Chrome is better than edge, but still annoyingly chopy. NO other service has this problem (ie netflix, Amazon, etc)

It seems like this is a known problem and cannot be fixed, is this true?

I have a Win10 computer with an ethernet connection and I have been streaming since I got the computer a year ago.

When I try to stream the first time each day, I get prompted to enable Flash.  Is that true for you?

click on the lock in the URL next time it happens and turn on flash for that website 'always'

Rust, my URL doesn't have Flash in the lock.

if you are using chrome click the lock on (this page too) any page and look for the flash option. when on the TV site change it to allow.
