Error message opening Xfinity Stream app on Roku

Does this error message mean that unless I have Xfinity internet, I can’t watch the Xfinity Stream app on Roku? I have Verizon for internet service. So if I’m on my Verizon FIOS, I can’t launch/watch the Xfinity Stream app on Roku? What is the reasoning behind this?

Yes, by design. See https://www.xfinity.com/support/articles/xfinity-stream-app-faqs:

I'm having trouble downloading and/or installing the Xfinity Stream app ...

  • Check that your Partner Device is connected to your Xfinity Internet service.
    • Because of the design of the Partner Device, it can't run the Xfinity Stream app unless it's connected to Xfinity Internet.

The web portal at https://www.xfinity.com/stream and the Stream app for mobile devices work with any ISP, but the (formerly "beta") "Stream App for TV Partner Devices" only works when connected to your home Comcast Internet service. Why? My guess is $$$.
