Does Xfinity stream on Roku use apply to the data cap?

They have done a very good job of keeping us guessing about that. From https://www.xfinity.com/support/articles/xfinity-stream-app-faqs:
So there we have NO and YES answers to that question.
My own experience with "the Xfinity Stream app on a Partner Device" is that TV Go and other "internet-delivered services" are simply not available in that app when it is running on a "partner device". On a phone or a tablet, yes. On a "partner device", no. "Internet-delivered services" are available in other apps, but not in the Stream app. YMMV.

Specifically :
"
All data usage delivered over your home Xfinity Internet service, both downloaded and uploaded, is counted towards the 1.2 Terabyte (TB) Internet Data Usage Plan, regardless of the source.
All internet-based video streaming and download services, including internet-delivered programming available through xfinity.com/stream and Xfinity apps, are included in the calculation of monthly usage."
The XFINITY Stream app on your Roku, would apply.

Then why does the xfinity-stream-app-faqs page say "No. The goal of using the app on your Partner Device is to give you more options outside of rented Xfinity TV Boxes to access your full TV service within your home. The service delivered through the Xfinity Stream app is not an internet service, so Xfinity data usage plans don't apply"???
Either your statement is wrong, or the support article is. Which is it???
Also, the statement you posted is incomplete. It goes on to say "Xfinity TV and Xfinity Voice services that are not delivered over the internet and are not received by you using your Xfinity Internet service do not count".
