X1 Remote Power button seems to click twice

I had to replace my X1 box today and it came with a new remote.  I got everything set up fine and paired the remote with our Insignia TV.  It is controlling the volume fine but I'm having an issue with the power button.

When the TV is off and I hit the power button on the X1 remote, I can see the red LED power light flash on the TV but then it doesn't come on.  If the TV is on and I hit the power button on the X1 remote, the TV flashes off for a second and comes right back on.

It's almost like the power button the X1 remote is triggering twice when I hit it.  Anyone see this before?  I've re-paired the remote a few times now with the same results.
