X1 DVR & Internet

Having trouble installing new X1 DVR as my Legacy DVR broke. Received Error RDX03004  Error-ck connections which I did. I saw online my problem was TV Box was offline.  Xfinity Asst said I need XFinity internet. I have AT&T Fiber for my internet. Is there a Xfinity DVR not requiring internet?  My other DVR is an old legacy box and works fine. They no longer have the Legacy box. Thanks
