Tv pixelating on live tv channels.

This is a recurrent problem that has been going on off and on for a long time. It is only on live tv, streaming works fine. We had a tech in 3 days ago who replaced HDMI cable, tv boxes and modem. It is still happening. This is so frustrating considering how much we pay monthly
