Remote will not pair with box

I swapped a box and remote to day. Came home Set up new box and put batteries in remote. Thought all is well,  no, remote will not pair with cable box. I tried holding the A and D buttons down until green led then  entered 981. Nothing, tried  unplugging box for 30 seconds then plugged back into electricity, did the pairing remote again and again and again, etc.  Since batteries weren't already in the remote and no tab to pull, I wonder if the box and remote were not new and Comcast gave me a defective set?  I have spent hours trying to get pass the "welcome" sign.  Can anybody help me. I really want to see my shows.

What type of device do you have?  Model should be on the bottom.     The remote will pair with the device during the activation process after you get past the welcome screen and boot up screens.   

you might have connectivity issue or bad box, it’s not the remote.   There was also an activation issue going on last night.   Can you give it a try today?
