playing of dvr recordings pixelated and audio skips. live tv is fine

When playing back any recorded program the picture tiles and the audio skips frequently.  The frequency has increased over the past few months.  Have done several system refreshes, checked to make sure the connections were tight (at house, to amp inside house, to back of box, etc)

Same result watching a show on another tv inside the house.  video tiles and audio dropouts.  

It's to the point where watching a recorded show is impossible.  Too. many audio and video issues.  

What are the steps to resolve this?  The AI chat only guides me to online docs for basic troubleshooting/issues.   It never prompts to put me in contact with someone
