Not possible to have XR11 remote be paired with two separate devices with both devices functions working
Found out it is impossible to control two separate devices with the XR11 remote. Was trying to duplicate what I can do with the Dish TV remote.
I can control the Dish set top box AND the TV AND control the AV receiver with the single remote.
Not possible with the Xfinity XR11 remote though.
If you pair the remote with the TV through setup, you can control the TV for example and able to switch TV inputs on the remote.
However, if you continue the setup and move to pairing with the AV receiver, you now can control the AV receiver volume from the remote, BUT you now lose the ability to control the TV inputs.
If you start the setup process again and pair with the TV you now have lost your volume control via the AV receiver. Repeat ad infinitum.
So the XR11 remote does not have or can replicate the same usability as the Dish remote.

I ran into a similar limitation with the XR11 - either the TV or the AVR, not both. No such problem with the XR15 remotes, tho.
