No buffer when I turn on TV

More often than not, when I turn on my TV there's no buffer of the channel currently showing. Why would this happen?  I never turn off my DVR.  Also, on the Tivo I used to have, you could see buffers for 4-5 different channels. Is that available on this DVR?

turn off power saver on DVR and turn off CEC control on the set top box and TV.

@Rustyben it seems ridiculous that I’d need to turn off CEC control just to use this function.

The settings are already as you indicated. It happened today, after I had been watching a saved show. I went to live tv and went to record the program that was playing (40 minutes in), and it didn’t record anything buffered.

the recording will not 'add' the buffer the recording begins when you start the recording.
