I have seen this message for a few weeks now. Haven't noticed any issues until yesterday and today when Cartoon Network started tiling. It's no where near as bad as what's going on in your pic. What city are you in? I am on the North Atlanta/Chamblee plant in Georgia.

@ki1o  northern Virginia suburb.  I am not having any luck getting to a human to get a tech out

@user_d1e528 basically what that message means is Comcast is doing some kind of work in your area. Getting a tech out might not fix the issue. 

How long has this problem been going on?

Hello, @user_d1e528, we apologize for the service trouble. I know it's disappointing you can watch your TV. If there is working being conducted by our techs you can open the Xfinity My Account app and confirm the work in progress. Our techs will always make repairs an upgrade the network as efficiently as possible. If there is not work confirmed can you reset your equipment to see if this resolves the issue. Do you have a modem and cable box to reset?
