I need to know how to go about having my overhead line replaced

I have been having intermittent connectivity with tv and internet on and off for a couple of years but seems to be getting more frequent now. My cable drop from the pole has recently "dropped" about 3 feet lower. I think something came disconnected on the pole.  I also noticed that the drop has been spliced in the past and it does not look like it's been done correctly. I want to have the overhead line replaced. I am also going to replace the lines in my house. How do i go about having a comcast service rep come out and do this?
