I do love the voice command feature of our X1 boxes, and love the flexibility with activating and deactivating the feature. You can find the steps here on how to deactivate the feature through your X1 cable box. Please let us know if that does not work.
How do I shut off the voice that says the volume number up and down
Announcement of TV volume and mute state are most likely performed by your TV set, not by the cable box (or by the Stream app, if that's what you are using). Neither one has any idea what the volume is set to, or whether or not the set is muted.
If the cable box is unplugged or its HDMI cable is disconnected (or if the Stream app is not running), do the announcements continue? If you change the TV's input to anything other than cable, do the announcements continue? If they do, it's the TV set.
If you post the TV set's model number, maybe we can help.
