How to Disable Voice Control on an X1 TV Remote

I have relatives who are mute.  They are physically unable to speak.  They cannot use Voice Commands on remote controls.  I have speech impediments myself and voice systems cannot understand me when I speak--for example, Alexa, Siri, etc.
I was told by an employee at our local Xfinity store that you cannot disable Voice Control on the X1 Remote Control units that go with the new XG model TV boxes.
Is it true that you cannot disable Voice Control on these new X1 Remote Control units?  That if you are unable to speak, or unwilling to have devices talking to you in your home, you can no longer use a remote control to control your TV?
Isn't that a violation of at least the spirit of ADA regulations that ensure access to persons with disabilities--in this case those who lack the ability to speak?

@beyondendurance, thank you for reaching out through the Community Forum page. We would be happy to assist you with disabling this feature for your family. As far as ADA regulations are concerned, Xfinity is one of the brightest spots on the forefront of creating technology that is more and more accessible to all, especially those with disabilities. I know this first hand as a consumer with family members who use a few.

Have you already attempted to access the accessibility settings option to process this change?

@XfinityMarcus At present we do not have an X1 remote that has voice control on it.  I was asking the question for future reference.   I want to know how complicated the process is for disabling voice control on the X1 remote in the event that we are forced to get this piece of equipment.

Thanks for further clarifying this @beyondendurance! You can turn the voice control off very easily with 1 setting. This link shows How to Turn Voice Control On or Off
