We pay our bill to Comcast. Therefore, the buck stops with them. I have the same issue and it is getting old. You own it Comcast, it is your responsibility. Fix it.
Everybody I know has started to just hit the mute button during the commercials instead of being blasted out of their chair. They don't get to hear the commercials but it beats the alternative.

Cable companies are required to prevent this, just as broadcast stations are. See https://www.fcc.gov/media/policy/loud-commercials, which says the rules apply to:
