Cannot pair X15 with XG2v2-P

I've gone through this paring excercise page and it does not result in pairing the X15 with my XG2x2-P.

do this first to rest the remote. be sure to observe the color change of the remote's LED. Press the A and D buttons until the LED changes from green to red. let go of the buttons and type quickly the numbers 9 8 1 - you should see the remote's LED flash and turn off. Then press the "i" (info button) and the Xfinity (menu) buttons at same time until the LED changes color. Let go of the button and type the numbers shown on the TV you are in front of at the time. I have done the factory reset on the X15 and held it directly in front of the XG2v2-P.  This has not solved the problem.  The XG2v2-P is the only box upstairs so there are not any other devices near.  I understand that the XG2v2-P has three tuners.  Could this be the reason that the voice paring code is popping up on another TV, downstairs?
