Cannot pair TCL Roku tv with XRA remote

I have a new TCL Roku TV.  1 month old

It will not pair with a new Xfinity XRA remote. (the white accessibility remote)

It does pair with the new Xfinity standard x1 voice remote that came with the box last week.   That remote works fine.

During standard pairing procedure the after I choose TCL as the tv manufacturer it tries only 2 codes then gives up.  Tried this 10 times at least with Xfinity tech support.  

We reset the remote (code 981) many times.  We paired the cable box manually with the code.

Xfinity tried resetting the cable box.

In fact we have two new XRA remotes. BOTH fail the same way.  BOTH will pair with an old Samsung TV in the other room, but not the new TCL.

We tried unpairing the standard remote.

We tried inputting TV codes manually. Does not work.

I think we need more TCL codes to try.
