Can not pair XR15V2 remote

I have a brand new XR15V2 remote. I am unable to get the volume button and voice remote button to work. I have reset the remote with A and D buttons followed by 981. I have started the pairing process and it stalls at Scanning for Devices. WhI am also unable to generate a 3 digit pairing code.
