Cable box

My cable box has been trying to boot up and does not get past the gray welcome screen before going blue and then black and starting up to do the same thing

   The "To:" line prompts you to "Type the name of a person". Instead, type "Xfinity Support" there.

   - As you are typing a drop-down list appears. Select "Xfinity Support" from that list.

   - An "Xfinity Support" graphic replaces the "To:" line.

   Type your message in the text area near the bottom of the window

   Press Enter to send it

First we ordered a new box around June 15th, and were told it would be here by the 21st. We waited and waited, still didn't receive it. I logged in to check the status, and it hadn't even been processed yet. On July 31st we called to cancel the order, and went to the nearest store to get a new box. After hooking up the new box, I am having the same problem as stated in the main post. I have ran through all the troubleshooting MANY times, rebooted my modem, still no luck with it working.
