Brand new cable box repeatedly prompting voice guidance and won’t complete setup.

Tried multiple power cycles, it’s the same thing every time, would you like voice guidance? 

No, I don’t. I’d like to setup and use my TV services that I pay 300$ a month for.

brand new device after the last one starts running terribly and this won’t even work.
