Auto Pad only works on shows with smart resume

For over 9 months now our DVR recordings have started and ended early cutting off the end of there show. We have to addd 3 min to the end of every show to capture the entire show. So I saw the Auto Pad feature in preferences and gave it a try. It works but only works on shows that have smart resume. Why isn't this feature available on all shows?
