a way to complain about how I have to restart my gatewaytimes a day

I restart the gateway several times a day. The bot/phone tree lack of service gives no options and the phone line hangs up on me or tells tell they cant transfer a call. IS there a way to talk to a person ? I will probably start fining a new provider for all my services (internet/cable/phones) if I cant get service
