2+ Weeks of Pixelation Now Audio Problems

For 2+ weeks I've had random channels with partial to full pixelation. Just today I'm having audio problems specifically channel 104 at this moment. It is not equipment, cables, wifi or other. I have restarted, recabled and done other measures to verify this. It is the incoming signal causing this. It happens with random live tv signals, streaming and is also happening in a neighboring building building. Yes, I have already done everything suggested to make sure it's not any of my equipment. There is definitely something causing the incoming signal (audio and video) to be interfered with.

Pixelation is intermittent. Randomly partial to full screen. Lasts a few seconds but is very distracting. No consistency to it happening. Happens in other nearby buildings so not a limited problem.
