I have services and it keeps telling me I do not have services

I just want to pay my [Edited: "Language"] bill. Why is this so hard to update a payment method? You costing me money I barely have. I tried calling and your machine hangs up on me. I can’t download the app. The app doesn’t even work just like the website. I just need to pay the bill.
