Why won't xfinity unlock a phone that has been paid off for almost 2 years

Why do they hold people hostage, I post work, money, and sleep over this issue. I've had 18 interactions and over 23 hours of actual interaction time. And I keep getting different answers every time. I went into triadelphia the other day and they told me the person who owned the phone before was past due. Yeah, he was not during the 17 other times I called and they certainly let him buy a new phone. It's fraud. Plain out old monopoly seeking con work.
