roaming charges

I recently traveled to Europe and turned off roaming and cellular data on my iPhone. I made sure to only use my phone on WhatsApp when I had a Wi-Fi signal. Regardless, I've been billed for roaming, and no one in CS can authorize a refund of these charges. I'm a loyal Xfinity customer and I'm hopeful that I can get help here, where phone representatives have their hands tied!
