iPhone carrier lock

I have two iPhone x s’ that I have been trying to get unlocked.  They have been paid off for well over two years. I have reached out several times on the matter. I was first told by xfinity that apple needs to unlock them which is not true.  Today I received an email stating they have already been unlocked, so they cannot process my request.  Both of the phones are clearly showing as being carrier locked still.  

I have seen that xfinity has a horrible track record for unlocking phones.  Anyone have an advice for getting these unlocked?

I've unlocked a few iPhones through them, never had a problem. Did you buy them through Xfinity? If you didn't then Xfinity can't unlock them... if you did then I would take them to an Xfinity store and show them that they're locked. If they still don't help get the FCC involved.

@tuffigirl​ yeah I did buy them through xfinity.  I had an another call with them today. The lady was adamant that they were unlocked and it would be pointless to resubmit a request because the system would reject it.  She told me I need to put other carriers SIM cards in to verify that it is unlocked but if the phone says it’s locked, from what I have seen that means it’s locked. She is calling me again tomorrow after I try that as if I just have SIM cards laying around.  Will probably have to pursue other avenues as you mentioned.

@XfinityDemitrius​ just looking for advice from the community as all 5 of my calls with customer service have not been beneficial and my chats have been worse.
