Ads At The Start Of Scenes

If you watch a TV show live, when the ad starts there is a second of so of a black screen, the the ad plays. On FOX and Comedy Central OnDemand, the screen will be black for a bit, the scene barely starts and then the ad plays. When the ad ends, it comes back in the middle of the scene. Tried it on the set top box and the app, happens on both.
