Signed up for a new phone from xfinity but it's not working

How long does it take to get the line working? I can see on the modem, after a reboot, phone mta provision status is DHCP starting (or something like that). Then it apparently fails and says "rejected". Netgear CM1150V

I called and finally got thru the amazingly annoying automated voice system to talk with an actual human.

He fixed the problem.

Now why did I have to screw around for an hour on several attempts with the automated system when all I needed was a few minutes of 1 person's time to correct the problem that should have never happened?
