I can not get a dial tone on a land line I just added. I tried everything Assistant requested. The phone is plugged into the modem.

That cable includes a filter intended for use with DSL service. Comcast/Xfinity's Voice service is not DSL and does not need such filters. A plain copper wire cable will do just fine.
