How can I recognize numbers that are been blocked

Caller from England to one of my Land Lines receives a message from my phone saying "this phone cannot receive calls from this number" or something to that effect.There is no bell ring on my phone either. So I may be missing some calls.

No, I did not.

Now there is another problem, apparently o probably preexisting the  International calling problem.

I have an existing Xfinity Mobile cell - When I call that same # [the Landline] from the cell, it rings once and it discontinues. Probably treats it as a Robo Call.

So there are two problems.

[i]  The Int'l call that is rejected at point 0

[ii] Local cell phone calls, not proceeding to completion by enabling picj up.
