Sending email from Comcast server, getting this error below = What is Spamhous ?? and why is Comcast on the list ?

a Work colleague, also a Comcast customer, setup his email using Outlook.com, switching from Comcast.net

I tried sending his Outlook.com email 20+ times, all rejected.

i can send to his Comcast email from my Gmail account, however when I send from my Comcast account to his Outlook.com email it bounces.   which tends to suggest there is a issue with Xfinity and your configuration.    After many many attempts, this rejection notice noted a reference to https://www.spamhaus.org/

As a result, this IP is listed in the

If your IP address has been blocked, which has caused you to not be able to send emails, you would need to contact our Customer Security Assurance team.
