sending domain comcast.net does not pass DMARC verification

I am trying to send an email to a user @ splendidotucson.com.  It gets bounced back with a whole lot of coded information, and then the statements:

I have the same issue. Ever since I migrated to Yahoo, I can no longer send email to anyone with a Hotmail account. It just bounces back with that very same error message.
