Outlook 2019 IMAP settings for Comcast.net

I see posts from the past with the same problem, but none of the solutions work for me.
Outlook 2019. Download my email from comcast.net, which worked fine on my previous computer. Installed Outlook 2019 on Install my new computer, Windows 10, in December 2020. Sometimes emails downloaded fine, sometimes it didn't. Generated the "synchronizing subscribed folder… Cannot connect to server, etc." + error code I see other people received. Yesterday I worked for an hour with a Comcast tech who had me remove my email account in Outlook to start over. But it wouldn't let me create a new account because it didn't like any combination of IMAP ports or the ports for POP. So now I can't create a new user so I can just download my mail! In the Comcast tech gave up, he tried to say it was a Microsoft problem. But reading through past posts on this topic, everyone seems to blame it on Comcast. Anybody find the solution that worked? It's really a Comcast problem not Microsoft, right?

We definitely want to help ensure your Outlook is working on your new computer! Have you reached out to Microsoft at all to see if this is something they can troubleshoot?
