Unable to activate Apple Watch SE 2nd gen

2 weeks ago I went to an Xfinity store to activate my cellular apple watch SE 2nd gen and they opened a tier 3 ticket because they weren’t able to activate it. I still haven’t heard anything back, so at this point I have a $250 paperweight due to Xfinity’s lack of knowledge or help. Does anybody have any advice besides returning the watch?

I get to step 4 and it says “Oops we encountered a problem. Unable to activate”
