Wires in road

I’m reporting that approximately 30 feet of Comcast wire is lying across the storm drain and in the road near my home. I called yesterday, and someone was sent out, but the technician said he couldn’t bury the line unless the addressed user called it in.

This is a safety concern and a trip hazard. How can I  escalate this to have the line properly buried or secured as soon as possible.
